Karma and Rep are indeed removed.
Basically your actions now only affect the companion with you. So if you steal something around a companion who does not like stealing your affinity with them will drop.
To be honest Karma was always a wonky system because it impacted you on certain occasions in a way it should not have. How does anyone know when you've stolen something afterall?
I do miss Rep though, feel like Bethesda should have fleshed it out and made it more interesting, not remove it. Its SORT of there because there are four factions you can side with, and arguably you siding with them is a take on the rep system, but its not noticeable, and much more polar (IE single actions have more pronounced effects instantly) and its not really there as a grounded system. That last bit probably makes no sense but I dont know how to explain it.
I think the best scenario would be to see "Fallout Serie" as some kind of "theater workshop" or better "game workshop": embellished by the help of two masters Bethesda Softworks and Obsidian Entertainment. They did this in the last generation publishing two fallout (F3 and FNV).

I don't know what GDR stands for, but if Fallout doesn't have it then it doesn't need it. My copy of the game is fantastic and very much worth playing.
