For starters, you can't even put ballistic weave on combat armor (or any armor). It goes on clothing. Not armor.
Basically what you're saying is that a choice you made in the game prevented you from getting something. It's not an 'oversight' on the part of the developers or anything like that. This is how role playing games work. You made a decision, and because of the decision you made there's a possibility that is no longer available to you. This isn't a fault on the part of consoles not having console commands. That's a major distinction between PC gaming and console gaming. It's part of the price you pay for the plug and play convenience. Mods are going to be coming to consoles in some form, but don't expect to see them anytime real soon. It's going to be quite a while before you get them. I doubt you'll ever have console commands. There will almost certainly be mods to unlock ballistic weave though. But...expect to wait like 6 months at least before getting them. Fairness has nothing to do with it. This is a lot more complex than Bethesda just deciding to do it on a whim. There are legal matters involved here.
And for that matter, the Creation Kit hasn't even been released to PC modders first. This has to happen before mods will ever come to consoles. There's a new patch currently in beta and getting prepped for release so they're focusing on that. After that, the Creation Kit will likely be coming. Then probably the first DLC, and after that mods will probably be coming to consoles. If someone can confirm a different order, please correct me.
