Acquired the Perception Bobblehead long ago, maxed my Perception SPECIAL to level 10, so my base perception level with the Bobblehead's bonus should be 11, but it's only level 10! No addictions. Any idea why? Is this a bug? .. I am on the PS4..

To get the bobble-bonus you have to get a skill to 10 first, THEN get the bobblehead.
