How do you mod morrowind thru steam? : III

Could you explain how to mod morrowind through steam. I've looked in my comp. and I can't find morrowind game files.

I didn't realize the editor was now available for the steam version, that's nice to hear.

Files are there, but packed. Also CS is not included.

Depends if the OP means "mod" as in "add mods" or "make mods", but this should maybe get moved to the Mods forum?
