How about 'Unlikely' and 'That depends...' options.
Also, the 'No. Just no.' option seems to be deliberately emotive and designed to get people into an argumentative state of mind.
I think that Bethesda may well try paid mods again at some point in the future, though it's unlikely to be for Fallout 4. If they do try paid mods for Fallout 4, it would most likely only be for mods hosted on Bethesda.net and destined for console, with the justification being that they have to be vetted or moderated, and the servers and bandwidth are a direct cost to Bethesda.
Would they be wise to do so? That would mostly be a marketing and PR decision, which I don't have much experience in. I suspect they'd need to approach it in a much more hands-on way, on the same basis as selling commercial software, with the same rules on liability under consumer law, and clear rules about mod interdependency. If they weren't going to address those areas, then I think they'd be very, very unwise to try paid mods again.
I'm not even going to touch whether it's right or fair to the modding community. That's a can of worms which is thread-lock material.
