Texture glitches after update

cannot post links so imgur_com/a/v9a0n (change _ to a period)

I was getting this issue in when the Beta version debuted a couple weeks back but it was no big deal since I just opted out in Steam of the Beta. Now that the update is being automatically pushed by Steam this has made the game unplayable. Most of the large textures are stretched and overlap everything. Smaller textures, NPCs, Pip-boy screens, loading screens and menus are all unaffected. Things I have tried:

Grpahic card drivers up to date

Removed all mods - no change

Deleted INI files and let the launcher recreate - no change

Tried every graphic setting available - no change

Validated game cache - 3 files were updated but no change

Uninstalled and reinstalled via Steam - WIP

I have seen other reports of rainbow textures and similar, but nothing quite like this. Anyone else experiencing this? Anyone think of a work around?

If on AMD, getting the rainbow textures you need to reset your global settings in crimson. I know messing with them forcing some options like msaa and what not will do that to the game.

No, this is a different problem. I'm having it too, started after this update. Before the update the game worked fine. On my thread you can see screens of it, but I can't post links so you have to find it yourself.
