I read that 24 hours after turning the pumps on the place is supposed to be drained and raiders move it.

Well it's been over a week in my game and the pump is still running. The quests is off my list so I've done all the talking and everything I should during this first part, but the second part isn't kicking in.

Is there a level limit to the next part? I was only level 7 when I turned the pumps on. The last time I checked back I was level 11. I'm wondering if it's waiting for me to level up more before starting the second part. The wiki makes no mention of a level requirement though.

Basically I talked to Sully, fixed the pipes (3/3), talked to Sully, turned the pump on. Now when I talk to him he just says he's busy. Did I miss something?

I completely forgot about the quarry after turning on the pumps until some radiant minutemen quest sent me there to clear out the raiders. Many many days in between though, so I have no idea how long you are required to wait.

Lol I waited in the mobile shack uphead for about a day and found myself standing up and giving my position away to the entire first half of the quarry.

You have to be level 25+ for it to be drained and full of Raiders.

I thought it might be something like that. The wiki needs updated.

Really? I had thought I had encountered a drained quarry, filled instead with raiders, at significantly lower level than that.....

Well I'm level 11 now. I can just check after each level-up and see when it happens.

I turned the valves, and nothing really happened as far as I could tell. Wasn't much of a quest, I thought.

I am lvl 33 atm, so I will go check it out tonight. Has been much longer than 24 hrs, so should be ready for me.
