Use Bash in V.A.T.S.?

Just a simple question, why is it not possible to use 'bash' in V.A.T.S.?

Not sure what you mean? But something like this, click two times to fire two shots, hold alt and you get the melee vats hud and click again for bash if you are in range or something like that?
