970 SLI - Clock Speed on GPU 1 Locked at 899 MHz?

Hey guys,



I just spent about an hour searching these forums and testing various fixes, but I haven't been able to solve this. Per Precision X and Afterburner, my top GPU is topping out at 899 MHz, while the lower card reaches maximum boost (including OC profiles). The cards are linked, and I confirmed this only happens with FO4 (tested with Bioshock Infinite and Firestrike Ultra - both cards ran together at 99% utilization and 1405 MHz). I play in 1920x1080 Windowed mode, but this does happen when I force the game to run on full screen too. My FPS drops are just terrible - walking into Diamond City can drop me blow 30 FPS - so I'm open to any and all suggestions here.

What happens when you remove Precision X?



Make sure Max performance is set in the driver. What happens when you disable vsync?
