Of dead settlers and exploding deathclaws

Once again I'm going to fail a mission through no fault of my own. Raider trouble in Sanctuary Hills.

So I get this mission through Freedom Radio, doing minutemen quests is how I try to build approval with a lot of companions so I'm reluctant to turn it off entirely, shouldn't have to miss out on quests anyway just because of a stupid bug.

Anyway I get the mission and know immediately I'm going to fail it, cant reload a previous save as its bound to come up again anyway. I have to go talk to a settler in Sanctuary Hills, problem is he's not in Sanctuary Hills: He's a little to the west of Tenpines Bluff. Its a settler who I found already dead so I looted him days ago, he hasn't despawned yet. When I go there theres a pair of deathclaws, killing them causes them to explode like with the bloody mess perk (which I do not have!)

So....yeah. Get a mission to go talk to a guy who is A: Nowhere near where he is supposed to be and B: Already dead and looted and C: Run into a pair of deathclaws this far north of the map.

I dont mind failing a quest if I screw up but this whole issue of wandering settlers (have to kill ghouls for a settler in Sanctuary Hills only to find they're wandering through Lexington on their way to the castle, then the island then back to Sanctuary Hills....yeah no chance of them dying there as I rush to meet them before they get attacked) or "Go talk to this settler who has been dead for days miles from home....oh you cant? Well screw you mission failed!" is just getting worse.
