The nuclear option: Dived into the river, entered the tunnel, swam through the pipe, hacked the terminal into the storeroom and found a chest and some junk inside. Tried to activate the keypad but nothing happened. placed the "Institute Relay Targeting Sequence" into my Pipboy and played it, nothing happened. Went back to Sturges and Garvin to see if I had missed something, I hadn't. Can someone please tell me wtf to do now please?

you need to go into the tunnel to the left , in the water....kinda hard to see
