I tried the recent patch to see if the two most bugged missions had been fixed,

They have not.

The first one is Dependency with the recruiting Tina De Luca outcome.

Tina cannot be recruited as a Settler, the mission acknowledges your recruitment, but does not complete.

You can only complete if you speak to the doctor and this prevents Tina from going to your targeted settlement.

The second one is Silver Shroud, after rescuing http://fallout.wikia.com/wiki/Kent_Connolly from the thug holding him captive, I encouraged him to keep fighting the good fight successfully.

According to what he said after that, he'd activate the Silver Shroud radio station again when he felt sufficiently confident to resume his campaign against evil.

When you hear the signal restart, he'll have some upgraded Silver Shroud armor to pass on to you.

No matter how many times I check, the radio station does not activate and I never get my upgraded Silver Shroud equipment,

I actually just posted a thread about Tina De Luca. You can recruit her if you choose violent dialog options with Bobby, and kill him after he attacks you. I've had her at Sanctuary for a while now, but she wouldn't talk. She functioned like a normal settler, but with no dialog.

Now after the patch, she's suddenly talking...but just the same couple lines she has while still in the Vault after successfully recruiting her.

I was never able to upgrade my Silver Shroud armor with my first character. I haven't checked back with Kent yet with my current character though. I completed the Silver Shroud quest a while back, so hopefully I'll be able to upgrade it.
