Stuttering after few minutes of playing

So I've had this problem where regardless of what graphics settings I use, I get really bad stuttering to where the game practically freezes. The game will be fine for like 2-5 minutes but when I start going off into a new location the stuttering begins. I don't think it is my hardware because they don't seem to be running too intense and can barely hear the fans. This has happened to me before but the new patch that came out I think may have interfered somehow. I solved it before by reinstalling my gpu drivers and that seemed to do the trick along with using nvidia inspector to lock frame rate and adjust some of the .ini settings. But for some reason this has not worked the second time around. If someone knows why this is happening or have any advice that would be awesome. Here are my PC specs for reference. Thanks.
