The Morse code message you can hear in the railroad HQ seems to say

"CAPITAL WASTELAND AVAILABLE FOR DELIVERY PACKAGE LOST RAIDERS REPEAT RAIDERS SALVAGE TEAM AT BASEBALL TANGO 8 DEAD DROP DISCO NEEDS A PICKUP URGENT"

Apparently the Railroad is keeping its operations in the CW active still.
