I find myself wishing, not for the first time, that Beth had used the Enclave as the Power Armour faction rather than the BoS. I mean granted, the idea of the Enclave having yet another major, mobile base stretches credulity a little. But balanced against that:
- Having the Enclave as a joinable faction would have been really cool.
- Having a non-insane leader of the Enclave who didn't care about genetic purity so much as re-establishing US hegemony would be a refreshing change
- The more conquest oriented of the BoS quests would sit rather more comfortably with the Enclave than than with the BoS. Forcing settlers to tithe crop production seems much more the Enclave's style.
- There would have been no need to distort the faction to get the moral ambiguity that seems to have been so important. No one will be surprised if the Enclave turn out to have a nasty side to them.
And it would have freed up the BoS to operate either as a minor faction still recovering from the schism with the Outcasts, or to have them enter the fray in a DLC.
