You know, I really don't think they've intentionally do a poor job with this patch. The game runs so much smoother on patch 1.3, the framerate is much more consistent and there were a lot of issues fixed. The patch itself is a pretty damn good one and I don't know how this one error skipped through the cracks, but I'm confident they will fix it. Remember, they've done a pretty damn good job with Skyrim (the number of patches, the new content in patches, etc). Especially when you compare Skyrim to Fallout 3 and Oblivion, where they did a terrible job patching stuff. Skyrim had more patches done for it than Fallout 3 and Oblivion combined, which leads me to believe that Fallout 4 will follow the Skyrim's pattern.
I know they're making buggy games, but those are also some of the best games to play, and since Skyrim they've actually went massively out of their way to make a ton of patches. What I'm trying to say I guess is that I'm hopeful and I don't think it's fair to say that they're being asses or that they don't care. Stuff happens / Games break.
And Bethesda games (at least the openworld ones rage, skyrim, fallout, etc) have more going on in them than any other games on the market, hence why all the patches. I'm not mad, [censored] happens.

All was well and good until I downloaded 1.3. Major regrets. I'm spending more time waiting to open/close start menu, autosave, enter/exit rooms and buildings, and fast travel than I am actually questing.

Go to the XMB, select Settings -> Network -> uncheck Connect to the internet. Simple workaround until they fix the issue.
try doing the reformatting thing (rebuild the desktop or what ever its called) in safe mode. See if that works
I must be one of the fortunate ones. No save or load problems yet. Played the new patch for about 3 hours and my impressions are that the loading screens are a bit faster. Fast travel, enter and exit buildings etc. I bought the disc version. During patch 1.2 I was having problems with quests so I deleted the data and re-installed the game and patch. Save files were not deleted so this might be worth a shot for you all.
I don't have freezes too. But i haven't done anything like that. I just updated, and started the game.
Hopefully the devs will make some changes, so everyone can have proper loading times without freezes.
I agree that bugs pre-update were way better than freezing post-update. Still, Bethesda has a track record of making some excellent games, so I wouldn't give up on them just yet!

Just to give my own perspective on this. I am not a playstation plus subscriber (paid) so I am not using online cloud backup saves. I downloaded the patch and played for approximately 5 hours stutter free with my console still connected to the internet. I have no auto saves switched on so manual save only and I did not once feel the game was stuttering stoping or lagging for the lengths of time described here the entire time. Infact it had to be one of the smoothest times playing the game ive had since I got it.Hope this helps some this is my own personal experience.
