Express.co.uk posted an article stating that big changes were coming to the console versions of Fallout 4 this week, any idea or speculation as to what they are?

Honestly. They weren't that big. Now Mods and access to GECK on Console! That would be big! Okay, that would be HUGE!

User mods on consoles in the future, likely.
GECK/CK on consoles, never going to happen.

It was probably referring to the patch that has already been released. I wouldn't consider anything to be "major changes." Just bug fixes and such. Many of these are very welcome bug fixes of course, but it's not new content.
Regarding the GECK on consoles...keep dreaming. That's not gonna happen.
