WP user here too. Considering we only make up 3% of the mobile market I can understand why, but with Windows talking more and more about how the app store is supposed to work seamlessly between windows 10 and the WP I don't get why more publishers aren't jumping at it. This game would be awesome on my Surface!

I wish I could play this game, though thinking about it, it looks like it will destroy my social life. If I had one that is...

I wouldn't hold your breath for it. You can take a look at the issues Bethesda is already having making what should be a simple Hotel type game run on the A5 processor spec Apple devices (and reports of various issues on A6 ones). There is likely a very good reason they haven't even made it to Android (sloppy unoptimal code/resources that is covered by the A7 and A8). Given that the majority of Android devices floating around the market have such wide ranging specs (and are in majority 32-bit) there won't be a port any time soon. Even less hope for Windows phones since they're an even smaller market share with the same range of variable specs.

Bethesda went iOS for this because they could get a big market share, of assured 64-bit processors (A7 devices like the iPhone 5S and up), and reap the most return. They could rush the game out the door in time for the Pre-E3 show and hypetrain. They didn't have to spend the time or the money making sure it actually runs well on a variety of lower spec setups.

A graphics chip manufacturer anology: if Android is ATI and iPhone is nVidia, Windows Phone is Intel.
