do "incidents" scale with level?

i know when i first started the game with just a few dwellers, they could easily kill a group of radroaches with their fists.


but now a good portion of my vault is mid 30's and when they get attacked by roaches, they lose 40-60% of their health in one encounter, equipped with 6-8 damage guns.

you would think it would get easier at high levels. and i have a lot of 10-15 level guys and they get their butts handed to them by the roaches.

and anyone below 10 just gets killed, unless i spam like 6 stimpacks on them.

are the roaches scaling with my high level characters?


: i now have 2 guys level 30's with 15-17 damage flamethrowers and i send them to clear out any roaches.

it's also gotten easier since everyone else has a gun now.

They definitely scale, but I assumed they scaled with time rather than level.
