It's a bug. The resources will not collect automatically in this game, but the whole time I played when the game is closed the dwellers do not use up resources at all, so when you close the whole resource dynamic is frozen.

If your resources get depleted even when you close the game, then I think the game reads your device status incorrectly and does not stop using resources even though you close. In other words - it's a bug.
