Turned off notifications but continue to get them, and get them, and get them, and get them.. Is there something special I need to be doing aside from unchecking the notification check box in game settings???

Do you have multiple vaults going at once? If so, you must disable notifications for each one, or so it would seem. Alternatively, try disabling notifications from the main menu, not in game.
