They are coming in with all their plasma pistols now...

I think they should implement Super Mutants with some Plasma Rifles, not by developing Raiders with higher tier weapons. Raiders should stay as simple brigands, but enemy variety should change with different arsenal. (Maybe Ghouls with their radiation attacks, Legion with hand2hand weapons along with additonal slave soldiers...etc)
