Lots of dwellers mention nuclear winter, and during the opening of the game one of the slides mentions it. Does this mean that a nuclear winter will be incorporated into the wasteland? Or is it just another conversationial piece?

That will be one hell of a DLC idea.

The whole Fallout series takes place post-nuclear-winter (and that's what your dwellers are hiding underground from), so that's what they're talking about.
