I think it's because, within the context of this specific game, it wouldn't serve any purpose. Remember: it's just Viva Pinata with different wrapping, and the "relationships" angle is purely a reproductive minigame rather than having any kind of depth or meaning beyond the context of breeding. As gay relationships in Fallout Shelter are non-procreative, that type of relationship is unrepresented. I would expect to see gay relationships in Fallout 4, though, because they are established within the lore of the games.

I believe this is absolutely the utilitarian reason why gay/lisbian relationships weren't explicitly included. I think that they might have triage-ed a gameplay feature for practical reasons: raising the happiness of a dweller by way of dweller unions/marriages/stated relationships. In the case of homosixual dwellers, it could be complicated to implement, since you would have two dwellers not producing anything and occupying living areas, but perhaps two unhappy dwellers could be placed in the residence, have a relationship, and have their happiness permanently boosted, even after being assigned to other areas, possibly seperately. However, this seems overly involved and unnecessarily tedious, especially considering you are having to manage an entire vault full of dwellers. You shouldn't have to micromanage your dwellers beyond placing them in the right areas.

Another possibility is that relationships of any type, hetero-or homosixual, do not exist in the game. After all, you can have one man in a room with 5 women, and he will woo and impregnate them all, with no real consequences or after-effects when you separate them all. I think it's likely that Bethesda is expecting players to provide their own in-game "lore" in regards to the relationships between their dwellers. And, considering that Overseers are concerned with purely practical applications of their vault's dwellers, they probably chose to leave it up to the player's to assign personality traits and personal stories to each dweller.

Yeah I'm calling BS on that. A key feature of success in the game is Happiness. You make your dwellers happy by giving them the jobs they want. You make them happy by letting them relax in the common room every once and a while. You make them happy by giving them children. six is about happiness far more than it is. If you include a game with six AND happiness but not recreational six you've messed up.

Here's a great example. Say you want to make some of your sad dwellers happy. Have two female dwellers go upstairs and have six restoring their happiness to 100% without creating a kid that would burden your vault's resources. That makes sense and works within the context of the game. You could even have multiple dwellers have recreational six. Wouldn't be hard either. You just code that for ever female and male in every group sixual encounter one female comes out pregnant.

So no, this is BS. This is 2015. The Sims included recreational non-heterosixual six a decade and a half ago. There is no reason to justify excluding this beyond appealing to censors and old guard bigots.

You are delusional if you think this game has some kind of underlying agenda. Why must everything be socially relevant to certain people? This is a freaking phone game that emulates a vault which only purpose is to carry on humanity. So what purpose would proposed homosixual relationships serve? I find lots of things raise my happiness that are not included. Like knitting or writing short stories, but my dwellers can't do these activities so I guess this game is bs?

Eh. I don't find it an issue. It's already enough of a gameplay hassle to drag a man & woman into a room, only to find out later that they refuse to engage in incist. So while I was boosting my population I had to drag 'em in, wait for 'em to arrive, and check if they were family. Meanwhile, other stuff was going on!

If I were to drag two guys into a room and have to wait to see if they got it on or if one of 'em was straight, it would be similarly boring. I suppose they could make everybody bisixual, but it just doesn't seem like it would add much fun to the game.
