I just wanted to post my findings regarding a certain issue I've been having with the game since I started playing.
The game pretty much runs as well as can be expected, usually 60 FPS and only minor drops to 48 or so in a small number of areas, which is acceptable. With that said, when I'm looking at certain areas indoors the framerate drops.
Vsync is directly related to indoor framerate in certain areas as well as loading times. There are certain areas indoors where I look and framerate drops to exactly 30, no more and no less. If I look away from these problem areas my framerate returns to normal, usually 60. This issue resolves itself after disabling vsync. With vsync enabled my loading times were roughly 10 seconds when entering outdoor areas, and dropped to 5 seconds after disabling vsync.
I hope Bethesda can resolve this issue because it really is unnecessary to have so much tied to the framerate. This is the only game I have ever played that has this problem.

So I just updated the drivers from 16.1 to 16.1.1 today, 2/13/16, and the issue with the framerate drops seems to have been resolved with Crossfire enabled, presumably because there wasn't officially a Crossfire Profile for Fallout 4 until now, as I haven't changed it from the default setting with the previous driver that resulted in the drops. If I disable Crossfire then it returns. There is however an issue with stuttering induced with Crossfire enabled so it's either a choice between stutter, or fps drops in certain areas. With Crossfire enabled and vsync disabled I got upwards of 190 FPS in some areas. I could even max all settings. Crossfire also induces some mouse lag which I am not fond of.
All that said, I'm still going to run the game without Crossfire enabled due to the stuttering which ruins the mostly silky smooth experience. So hopefully someone comes up with an answer as to why these framerate dips affect a single card as opposed to a Crossfire setup.
P.S. - Whatever you do, don't try AFR-Friendly or Optimize 1x1 modes for Crossfire, especially if you're prone to seizures. Good god man...
