I didn't micromanage it at that level ... while I was building to 200 dwellers I had almost everyone in training ... I kept enough people in production so that I could leave the game unattended for multiple hours or survive a raid (the consumption bar was useful for managing that) ... once I had the full 200 and everyone trained I built production to keep people busy since sending everyone exploring would likely crash the game and people only stay happy when they are working (and rushing rooms successfully is one of the few ways to get their happiness to 100% quickly) ... you will always want more production capacity than you need since building production rooms is the only way to build storage capacity to survive raiders, deathclaws, and consumption while the game is open ... dwellers seem to consume significantly more resources when the app is open and you are in it doing stuff than when it is closed and idle so there would likely be multiple consumption rates (typically leaving the game idle overnight will drop my resources less than keeping the app open for 10 minutes selling outfits and weapons)
For Power (for example) I have 14400 total capacity ... if I leave my vault running I will see a drop of about 176 power in 90 seconds ... I have 145 dwellers in my vault and 55 dwellers outside ... in theory that would indicate that dwellers consume 0.81 units of power every minute (since there should be no impact to exploring dwellers) ... is that what you are wanting?
