Supposed to raise perception of 13 dwellers. Went to 11 of 13 and hasn't done the last 2 even though I have raised 12 more.

Make sure you are using unique dwellers each time. If you raise a stat of the same dweller more than once, it doesn't count.

If you have to change dwellers in order to get credit for a stat raise, the actual task should say "unique" or "each dweller one time". that is just plain annoying.
