I am pretty sure it is, if you look up xbox on TESNexus, people have files that map keys to corrosponding Xbox 360 Gamepad button.
I however, don't use an Xbox controller, so I am not aware how good they work, but it has been done.

No idea, I doubt it.

From what that article says, you do not need a mod for Oblivion/Morrowind, Since the Controller will act like you are pressing the corrosponding keys.
In short, you are fooling the game into thinking the Xbox controller input, is coming from the Keyboard/Mouse.

You can try using software like Xpadder instead of a mod. (That's what I use).
