So I got down to the bottom of secret of Cabot and the ncp just never came down to open the door so I went back up the elevator to try and find him and realized without him there is no way to get out of the bullring I watched play throughs and this didn't happen to anyone else I tries everything so I am not completely stuck in this building with no way to get up because the ncp is glitched and will not come down to open the door

Just did this quest recently, for the 3rd time. This last time around Jack didn't follow me after you find Edward Deegan on the ground. I cleared out the next section without him, and got to the elevator you have to take. Then when i got out of the elevator, he did show up again out of thin air. So did you make it to the elevator, where the map marker is?
