I'm currently attempting to complete the "Defend the Castle" quest against the Brotherhood of Steel, this is after completing "With our powers combined". As of right now, I'm at 80% of the quest, but the brotherhood members have stopped spawning around the castle, even though the radio operator continues to state 'the castle walls have been breached". I've tried waiting, sleeping, saving, etc., with no luck. Any ideas?
