I have lines and other various video anomalies all over fallout4 world, making it unplayable. They change as I move around.

Using i5-4590 @3.30hz desktop, win8.1 OS, with intel 4600 video driver with 1920mb of video ram. fallout4.exe running compatibility mode win7 with dx 10.1, thru vga cable.

You are likely going to have issues with only an Intel Video Card since they are not supported. You need a DX11 supported card.
