If you activate the PS4 as your primary PS4, the DLC that is actually downloaded and installed on the console should be usable by other users on the same PS4.
First off, your PS4 has to be activated as your main console for you, to share DLC on it.
On the console, go to Settings -> PSN -> Activate as your Primary PS4.
If you don't have it activated, you cannot share DLC content with other users!
Once you have activated it, you should be all set. If you have done this already, and it's not working, you should probably call Sony to figure out what's wrong.

Yep and keep it mind, developer can be a scumbag and make it user locked.

I hope gamesas don't do that. Because I'm playing in my asia account, while my game and season pass is USA region (R1).
However, this is what pulls me back from buying season pass until I'm sure. 30 bucks is no joke amount to be spent and unused.
