I can't imagine Skyrim without beards.
Indeed, plus, Fallout 3 already had beards in it. I think it's safe to assume that the lack of proper beards (The dirty faces of Oblivion don't count, and we didn't see Sheogorath's beard until the expansion and it was a feature only available to his own special race.) in Oblivion was because Bethesda couldn't figure out how to get it to work with the Facegen used in the game, but since Fallout 3 and New Vegas can pull it off while using Facegen, I see no reason to assume that Skyrim can't.
I'm sure beards will be in the game, but don't expect it to grow any more than what you start with.
You're probably right, and I wouldn't ask for it any other way, growing beards during gameplay would be pointless, this is not the SIms we're talking about here. I wouldn't even like it, because when I go to great lengths to create exactly the character I want, I don't want my character's appearance to be ruined by changes not of my choosing during gameplay, like say, beard growing.
Especially if they're female
