Fixing Attacks on Settlements and Preston's Quests

I've not liked the Minutemen settlement defense mechanic since I missed the third one due to me not hearing the call for help amidst the looping repetitive songs on freedom radio (I know there are notifications on the HUD, I've missed them before though and didn't know until I saw that the settlement's population had been halved). I've seen Minutemen patrols in The Commonwealth, near a settlement no less, why is it that in this organization that the leader is apparently the only one capable of helping in defense, what are these other patrols doing? Why not make it so that Minutemen automatically show up to help and defend whether you are there or not. Rather than having people killed and having to expend resources on repairing equipment, you get a reward for showing up to help?

Preston's quests are annoying to me because you're having to do them before the timer runs out, and him having a quest every time you show up and complete one. I've seen that people don't like having to do kidnap quests over and over, while I've not cared much for that, the easiest fix for Preston's missions would be to remove the timer. Make it so you can do the quests on your own time, ignore them without penalty, rather than have the minutemen overtake your time with their obligations.

Timers in video games in general are lame as ****, why Bethy re-introduced this lame concept into the core Minute Men experience is beyond me.

What I don't get is why they BECOME timed. Until I saved the Castle, I was able to delay doing the quests indefinitely. But then it suddenly became timed! What gives?
