This what i'm thinking. Maybe right. Maybe wrong. First I should mention the easy way was not in the cards for me. All the settlements where full by the time i got around to it. I'm am letting them all go to poo trying this.

# beds + food + water + charisma + stores = 100% now the #s.

24 + 24 + 24 + 11 + 20 = 100% happiness Actually that adds up to 103%. Padded it a little.

23 settlers and 1 cosworth (gave him a store, he was only good for 1 Mutfruit)

so far I'm at 94%.

Is this math right?

4 settlers on food and 20 on the stores. Should mention i also have around 380 worth of turrets.

I can raise my charisma if i need to. 3 more with clothing and 3 more with a combo of drugs. I don't want to blow up all the settlements though if I don't have too.

Oh ya I'm trying this on Spectacle Island.

Get a settlement spot with 2 settlers. One works on a farm, one works on a level 3 bar (restaurant), 6 food, 2 beds inside a house, and a bunch of defense turrets. Watch the happiness goes all the way up to 100% without doing anything.

100% is easiest with a small settlement with 2-3 people. I got the achievement before all the fixing with a small settlement with 4 people in it.

That is not going to happen.

I would have to kill off all my settlers and do it over. I have over 800 hours and I just decided to do this today. I add a little slidesshow.

What I am looking for is the math. Not the easy way to do it, by killing off a settlement.

Interesting that the bar works with the small settlement setup like that. Only 3 of the stores have the smiley face. The General Store, the Doctors Office, and the Clothing Emporium. Of course all 20 stores are level 3

Sure would have been nice if i had done this earlier. Was busy wandering and building. And killing, lots of killing.

I'm up to 95% now.

If nothing else it was a good way to get rid of a small portion of 400k in caps.

The only people that know the actual math are the developers at Bethesda, so anything anyone determines could be correct, close or light years away from reality.

Nobody is suggesting you kill your settlers, you can shuffle them off to other settlements temporarily while working on the achievement, and then send them back once you get it.

Did you use up all the settlement location? You can basically send settlers to other places temporarily until you have 2 settlers,

everything is full.
