Just completed Hail Sithis and I am under the impression that I should receive 20,000 gold for completing this, but there was only 100 in the urn. Is this is a bug?

Known bug from what I've seen. "It is possible to only receive 100 from the urn, which there appears to be no fix for. Saving before opening the urn is recommended."
Are you using a console or PC?

If you open the console and type
player.additem f 19900
that will give you the other 19,900 gold you were supposed to receive
