First off, spoilers regarding Cicero. Please do cover them up in the General Forum
As for the topic, Ulfric Stormcloak. Between the differing accounts of him, his role in the setting of the game(going back to the Markarth Incident) and being very much in the image of what I'd expect the Nord kings of old to be, I find him to be the most interesting character in the game. Certainly the most fleshed out.
My bad on the spoilers Although, Ulfric in general is just a badass, with remarkable quotes.
Erik the Slayer. I've always found his boyish enthusiasm charming.
Aela the Huntress lol but all jokes aside it would have to be Serana (dawnguard DLC if you didn't know) she has witty lines like "this must be that beautiful Skyrim weather I heard about" which I think it`s hilarious
Easily Serana for me because I feel like she's the most developed character in the game. She has a full backstory that gives insight into her motivations, comes the closest of all the NPCs to having actual two-way conversations with you, and shows some actual growth over the course of her storyline.
It's more subjective, but I'm also quite fond of her personality. If you make an effort to treat her well as events unfold, she's capable of being genuinely sweet and caring towards you, but she still has a sharp tongue that she isn't afraid to use if you do something stupid like jump over a waterfall after she warned you not to.
Delphine.
It's actually Serana. I enjoy unraveling her story and is the only follower I tolerate. I don't typically use followers ever.
Runner up would be Hroki for......reasons. (also kidding )
