I've done all the requirements to unlock ballistic weave, but tinker Tom just won't talk to to me about using it. I've watched all the tutorials on how to get it, and nothings helped. I have done literally every single quest with the railroad and still can't get it. Bethesda fix your game. This kind of unlock isn't something I can just shrug off, because it's renders clothing actually useful and taking that away is a slap to the face. And with survival 2.0 coming out I need this mod. And if you suggest start a new game I won't, I'm already lvl 99. Just fix it, please. I don't understand why this would even be a problem in the first place. My gamertag is lLazerr MEV2. Work your magic and fix this bug, you've done it before. And I know it's not just me, I've looked it up and apparently it's a problem experienced by many people. So it can't be that hard to track it down. Address it already, patch 1.4 isn't live yet on Xbox one so go ahead and patch it before it does go live. This would make a lot of people happy. Thanks

I've had the EXACT same problem. I am still allied with all of the factions, it is just ridiculous at this point. I am level 84 and have 14 days in this game, but I still haven't finished the campaign just because I want the ballistic weave but can't get it. I have been waiting for BGS to patch this for 2 months now.
