in fallout 4 dogmeat is stuck inside the workhouse building in the very first town i hear him but don't see him and even if i go outside he doesn't follow me. and i don't recall giving him orders to stay at there or inside.. and id rather not use console command him. and yes i hear him inside just don't see dogmeat any where in that small ruined workhouse building.

Did you try fast travel?
