Hello, i just recently downloaded Skyrim: Legendary Edition for PC but there is a bug that drives me crazy. Here is a link to the video:

Basically, as you can see, torches and other sources of light suddenly get brighter once you come close to them. Once this happens they don't go back to their former state if you get far away. However reloading the zone resets them. It is driving me crazy, Skyrim is one of the best games i've ever played, but with this i just can't focus. It's no use installing ELFX if then this happens (and yes, it persists, unaffected, with or without lighting mods). This was recorded in Embershard Mine, but it happens in many caves where there are light sources that are supposed to have a flickering effect (like burning fire).
The weird part is that this also happens when unmodded. I know of similar issues caused by lighting mods overlapping, but this isn't the case. My load order for this recording was:

My system specifications are:
OS: Windows 7 64 bit
CPU: Intel i7-3770
Ram: 8GB
Graphics card: Nvidia GTX 970
All drivers, directx, java, etc are up to date, but in any case i play Fallout 4 on ultra with just a little lag in the most graphics-challenging zones, so the system shouldn't truly be the problem. The .ini files are untouched. If the .inis are modified with common solutions found online, the issue still seems to remain unaffected.
I also tried uninstalling the game, by: 1)-Control Panel, uninstall Skyrim. 2)- delete the remaining of installation folder from hard drive (it contained SKSE, Mod organizer, etc.) 3)-delete the folder containing saves and .ini files.
My only guess is that some lighting mod was not completely uninstalled and now is causing troubles, but still, i have deleted the mods installation folder many times in the attempt to reinstall.
What could it be? If you look on youtube for people playing embershard mine walkthrough you can find that this happens in to them too.
I only played the PS3 version of Skyrim, so maybe this is normal for the PC version?
Please help me, anyone, you're my only hope.
