How does modding armorweapons work in FO4 (and Skyrim)?

Hey everybody,

I asked this yesterday on the Fallout 4 modding forum but got no answer. Figure i would ask it here to see if i could get any replies. But before i start i'm not looking for specific or detailed info, just a general idea of how the process works and maybe what programs are required (which will help me when i go to google stuff. I used to do a bit of modding for Ghost Recon which was a lot simpler back then. And on-off for the past 2 years i've been tinkering with Blender and have been able to port some crude shapes/objects into Source Filmmaker. Only thing i was interested in doing for FO4 (if i decide to start modding) is armor and weapons.

So for creating lets say pants, boots, shirt , gloves and a vest how does the basic process work? can i create/import the models in Blender? do i have to rig it in some special way so it works on FO4 skeletons? doing the texture work is kinda a given. What about exporting it so that its ready to be activated as a mod? special programs i have to use? to make it easier for this discussion lets assume i'm working with vanilla body models and not CBBE/bodyslide (not sure if keeping them out of the convo makes the process easier).
