Looks as though the game is using it's own values, and the Windows settings don't matter.

I would think something like F4SE would hopefully be the answer. It's still very new and I haven't been able to crack the setting yet.

I found some older posts about editing page up and down line jumping, but nothing pertaining to side to side (build menu).
