Hello! This may end up buried, but I figured I would submit a very hopeful and sincere request: Rain occlusion works wonderfully in Fallout 4 (the days of Skyrim's rain-defying physics are over, yay!) but any camera-attached visual effects (such as fog / mist / dust / wind) of course do not occlude, so any strong visual effects attached to the camera, specifically weather, appear to go through walls in the regular worldspace (buildings / crafted structures.)
Because the vanilla game doesn't utilize much in the way of camera attach FX, I don't foresee this being a priority, but I am the author of what is currently the #1 most popular weather mod for Fallout 4 (True Storms), and camera attach FX occlusion for weather-based effects is the most requested feature.
If not full occlusion, even a condition (or Papyrus) function to detect when a player is inside a structure would be more than enough.
