I always thought that was screen resolution related but after installing a new video card and quadrupling my ram I cranked all visuals up to max, including screen resolution to 1280x1024 or some such but I still cannot see my entire pip boy. For example, the dial to the left of the screen is only half visible. Is it a mod that does this or is my monitor just not capable of going to a high enough resolution?

It's a widescreen thing. If you're running 4:3 it cuts the edges out to save space.
