Spectacle Island has been glitched for some time now, Underground railroad P.A.M. give me a quest to clear :Spectacle Island"

for a Base of operations. I flipped power switch went to shack tried flipping 2nd switch and nothing, but it does not matter now

as i leveled the base out of frustration....but i do have a save just befor underground railroad quest so please FIX this problem
