I think 1.4 broke the sniper perk

Last week, 1.4 rolled out onto my console, and things have been acting very weird. Not "game breaking" weird, but definitely causing problems.



1) The sniper perk no longer appears to be working - Rank 1 diminishes sniper sway and this no longer works when crouched. I've done nothing with my weapon for over 2 months (no weight added), and it only started recently. In addition, it's not always an issue. It seems to clear up again on its own, only to return without warning. I haven't been able to determine the trigger for it.



2) NPCs are literally disappearing before my eyes whether I'm talking to them or not. I'm even seeing many rise through the air to access a chair that's 3 stories above them. It's weird, only because there's a definite path they used to take to reach the same chair before the patch.



3) Assigning settlers is taking much longer than it used to. Most of the time, I'd hear a response from the settler "Okay" and they'd begin working their way to the assignment. Now, I just get the "Okay", they don't move, and the message the resource is assigned never appears.



However, after I return to the cell at a later time, the settler is using the resource.



4) This one is a big one, but I'm noticing two major things about combat:


a) Far too many enemies aren't dying the way they should. Their HP drops until there's about 1HP left, but despite a barrage of ammo, they simply will not drop.


B) Some enemies are developing stronger defense while engaged in a fight (may be related to above). I'll be attacking a Deathclaw, for example, and the first two hits clearly take down HP, but significant hits thereafter show reduction in the HP taken.



This actually wouldn't be so bad (adds a great balance between damage and bullet sponge), but then it generally ends with the a) scenario above.



5) I believe the patch notes indicated there was an improvement to scope depth, but I don't think it took. The distance view is actually worse, not better, as anything mid-range is very blurry when it used to be sharp.



6) The algorithm behind making pathways seems to have changed (probably related to #2 above). In Hangman's Alley, I only have 3 settlers and they used to take the same paths while "moving about". This included going into their rooms in the evening. Now, only 1 setter returns to their room while the other two stand around. Nothing critical, but I wonder what's changed. I haven't made any settlement changes affecting paths.



7) Scary time: There's now a significant delay in saving my game, and I'm concerned this may begin the dreaded corruption fault. I now save twice at critical times, but the game is beginning to lag profusely while trying to auto-save. I really don't want to scale back the time, but I may have to. This was not an issue prior to the patch.
