Master safes could have replaced legendary enemies

At least this would make master lockpick perk worthwhile having. Mostly every master safe I've lockpicked, had crap items not much different than expert or novice level safes. Also I'm not a fan of the Bioware RNG loot drop system for legendary items. I suppose it's a good thing, you don't really need legendary items, though I would rather find them through exploration like in previous Fallout games.

but they could still have some legendary items in it indeed.


Maybe 1 in every 30 Master pick safe.

I disagree with replacing but I agree master safes have garbage inside. Same with all the gigantic creatures, anything that is non legendary is a waste of time.

Not really there is probably less than 30 master safes in the whole game.
