i second this , but even when I was at lower levels , I had 67 ball 71 energy defenses on survival , that because I simply LOVE the BOS black uniform and will never exchange that clothing for anything else , plus I don't upgrade armors because they get too heavy .

Ballistic weave is useful not essential.

This makes zero sense.

It makes fully as much sense as having one type of fedora accept ballistic weave, while another nearly identical fedora can't.

I'm just saying that the designers could enter a mod of their own into the game, whereby all clothing will accept ballistic weave. That's technically called "DLC", I believe. It's something I think a lot of people would get a kick out of, for aesthetic reasons, and it would do away with the need for a mod- even on PC.
