Before the 1.4 patch, I recruited the Scribe to my settlement, but he never shows up.

But after the patch, I meet him again not in my settlement, but there is no option to ask him to work for me... just "tell your story".

What about you guys, do you have this problem?

I've seen so many new bug threads pop up post 1.4 that I refuse to install it out of fear that its a broken piece of [censored] so I couldn't tell you anyway.

the problem is solved, I follow with him until he arrived one settlement which is not the place he lived. I find he is already worked for a restaurant in another settlement...So I build an armor shop and let him work here.
