Yeah this happens, just gotta make em hostile to you or snipe em. It gives the level above or under you too if theyre not on same floor.
Oh yeah, I know about that. I was referring to the original method of always being able to see the marks all the time without being under caution or danger.
It's all a matter of taste. If it did still work like in the last two games, this thread wouldn't exist but there would be complaints about our "psychic" character seeing targets before we actually see them.
What do the diamonds mean on the compass, some enemies show as a diamond but I can't work out why?
Use Recon Scopes, not quite the same as the older games but works quite well.

The diamonds show up if you are using a recon scope.
I always used the red marks as my characters way of being observant of what's around them.
Ah makes sense - I looked it up and apparently a little marker should show on their head but it doesnt on mine. Then again I have the floating markers turned off by default so perhaps you need that on to show?
I was always slightly bugged by how you could see the enemies on your compass before you ever even physically saw them. it was a bit too telepathy.
I had understood it to be a function of your pip-boy, scanning the wasteland for you.
The first thing I do with Bethesda games is edit the .ini file to remove the compass completely. The .ini edit doesn't work with power armor, though. But that's alright, it's not unreasonable for power armor to have a HUD.
I always thought it was a function of having a high enough perception that you knew there was something around you. I was a little disappointed that it wasn't in this one, but I got over it and started paying a lot more attention to movement on screen
It's better without the blips on radar. VATS already can be used to spot enemies, but not having the radar forces you to stop every once in a while to check out surroundings like you would realistically. Plus a lot of times you can hear enemies that are somewhat nearby way before you spot them.
